Tik-Tok Tik-Tok is
a mechanical device made of copper. He is not magically endowed with
brainpower like the Scarecrow is despite
His ability to function rests entirely in the keys that wind his thinking mechanism, his speech mechanism and his action. Unfortunately, these mechanical components operate independently of each other. He cannot technically be a coward but he sometimes behaves like one by waddling around aimlessly sputtering gibberish when Dorothy is in danger and his thinking runs down, or what he fails to do when his wind-up action winds down.
Christopher Meloni as Mark Fuhrman is at least four Wizard of Oz characters in one. He's the Tin Man first, then the Scarecrow, the man behind the curtain and the Cowardly Lion.

Fuhrman's movie has many men with tin badges. He's the only one with a "man" on his nametag.

Look closely at both sets of curtains. Notice anything peculiar? Between 1984 and 1995 Fuhrman lived on Emerald Street in Redondo Beach, California. After moving to Idaho, he spoke through a microphone as the host of a Spokane, Washington radio call-in show.

The "coward comes from Fuhrman's confrontation with Steve Carroll later in the movie over the time of Martha Moxley's death. Fuhrman blasts Carroll for getting everything wrong in his investigation and then walking away. Carroll retorts, "You're the only one here who cut and ran."

great, having lied on..." [Hint: ignore the first nineteen
