They would not let the 500 air boats cross come into New Orleans because FEMA did not have a prior contract with them. That could have been fixed with a storke of the pen, but it would have had to be done by Bush. They where not aking to be paid, they just would not let them in for political and red tape. So either Bush was not told or he did not do what needed to be done. He was the only one who could go over the order of FEMA. Not the mayor nor the govenor.
