On every layer of that structure from top to bottom there are working groups with various mixtures of highly competent, moderately competent and incompetent people. The more complex each person’s job the more likely that he or she will be incompetent in some aspect of carrying it out. The best technicians might be the worst communicators. The most decisive leaders might be the least qualified to understand the information upon which they base their decisions. The system itself might block the flow of critical information or materials from where they originate to where they have to go to be used effectively. ……..In other words, a certain amount of inefficiency is built into every complex system of decision making under NORMAL conditions. Under emergency conditions these inefficiencies are magnified. Under catastrophic conditions they exert a catastrophic influence. And they can be manipulated to some extent before and after the fact. ……… Toss in a “little” racism at the highest levels of institutional authority a system of disaster response that puts concerns about Arab terrorism and partisan politics first. What can you expect? What can you expect from FEMA? What can you expect from our civilian-led military? What can you expect from propagandists on both extremes of the political spectrum angling for political advantage – not just the ones now in power at Fox who subscribe to the Mark Fuhrman doctrine of law and order? –Jasper
