I do not discount what was said in the artical. But there is a simpler explanation. The levie was not finished, it was supposed to have rock or/and concret put at the base to support it. The funding was cut and it was not done. The wall was there but there was noting to support it. No there is no second storm surge. A storm surge is like a mini tsuami. The water runs out and then come back much bigger and stronger. There is also a tidal effect. Even in lakes, canals, etc. When I lived close to the beach (about 5 miles) the ocean tides could even be observed in the pottie. So we would need to know the tides along the canal to get the whole picture. The tides in a river or canal are usually later than the gulf. This was probably a natural thing but caused by the cutting off of the funds before the levie was finished. The reason that the old parts of the town where above the water, is because the first settlers built on high ground. Thru the ages the poor where probably pushed into lower and lower ground. Actually it is the blue collar worker that first moves into low ground as the developers buy cheap land and build cheap houses that they can afford. I have yet to hear any evacuee talk about not having a job, but hear about them having a blue collar job. Of course the elderly would have been on social security. It is more the poor but working people and the elderly who could not get out of town. Of course some of them where on welfare, all towns have people on welfare at any time, because of inablility to work because of physical or circumstances or inability to find work. Mostly or all of them would be single women with children and those who have never worked to get social security. A disabled child must have had a parent who worked to get social security.
