That is normal for people who have what is often called a "black box" for stealing TV from a cable company. All kinds of people get caught and fined big time, just to try to keep people from doing the same. All kinds of people do this for various reasons, mostly money but also just in protest for the high fees that cable costs. But if the police come into any house and you have one of these devices, you are going to end up in civil court and fined.
