You are so right. I think that probably the really decent cops are walking the beats. Not promoted because they really are doing protecting and serving. And probably happy in their work. Away from the politics and schemes.
It is not the color of ones skin that makes one honest and to resist going along with the blue gang, but it is one's character under the skin that makes the difference.
