Now I measured this on the enlarged copy I have. It is 1/10 of a milimeter different. Now if you go to the right side of the page, you will find that the 4 lines are not even.
Now on both these I can see where it could get off by the fact that the paper was slightly misaligned or cut a bit off. And perhaps the lines lost the edges going in and out of a copying machine.
In fact I could take each little wrong thing and say well maybe it was just that or something like that. But the accumulation of wrong things is very telling.
Now the more I look at it, it looks like it was typed on my type writer. I have made nearly everone of these type errors and trying to correct them had things that look like everything on this bill. I have a lot of trouble not getting my pages not to be about that much off.
Now the one thing it does not do is make the ink look like it ran. I speculate that this happened by using a paper that was incompatable with the type printer used. This could happen if they tried to use the blank out of phone bill. I don't know enought about this to say one way or another.
I did find out that those wavy lines could have happened if it was scanned into a computer at some point.
It is the accumulation of problems that tells me this is no bill generated by The type of sofisticated computer and printer that a telephone company would have.
