I sent that same Map Quest to Jasper as well.
Those last two turns--one a road name and the last a parkway--dead end into the Pacific Coast Highway which shows to me that that last one if not the last two are not super highways. They may be a by-pass like road (we have several here). They may be faster than the regular city streets (or not) but they are not super highway speed.
Also, I have a year old map of LA and surround areas (including Dana Point) and those roads are not on the map as a highway. In fact, on one map they are not on there at all.
When that parkway ends at the PCH, there are no exits---it just intersects at a stop. I would say driving 80 mph on that road would not be possible--if it was there in 94 at all. charlie
