A toll call is any call that is not covered by the flat rate determined by range, not Area Code. Area Codes are so the company does not run out of numbers. They were referred to as Interlata and Intralata calls. In the huge cities where one town runs into another, message units are used. I am sure with all the changes that have gone on, and the way Cell Phones have taken off to the point where there is flat rate for even long distance, I can't be sure this is still true. In 2994, it was my understanding that the huge tape that recorded calls that the only time an itemized list of calls for a specific number came out was on the bill date. There is, I am sure, a way the police can do some kind of "Dump" but to do this they must also dump millions of other accounts to get the one, in 1994. Southern CA was almost the same as Northern CA at the time. I had been inside a main frame and I have seen these tapes. There has to be a way to get this information faster than a billdate, some kind of emergency code to get the numbers. That could be just the numbers of the deceased because when a person dies their account closes. This would spit out the information. These tapes usually last for months, and hold millions and millions of people's numbers. One inch is over a week of say a city the size of the Sacramento Area of constant calling. I am sure that your friend knows more about how this works today. I also know that the day I spent in the Mainframe was one day enough to know I didn't like it. The more computerized these mainframes became, the more difficult it was to get information before a bill date. I am trying to figure out how a dump will work when to get it, you have to tell the tape to find a number in millions of numbers and then tell it to give out the last month of all calls. If any call went through a different telephone company to be placed, then you are screwed because it takes a month to get the other companies information. I believe what your saying, but I also know all of LA is not GTE.
