The only explanation to why they are still pursuing him is they know he wasn't guilty but they can not now just simply reverse all the damage by admitting it. Once they made him a victim, he would have to remain a victim.
Could you, after all that was said and done, imagine someone in the establishment now saying, "we were wrong"?
