What was the 911 tape doing at the City Attorney's office?

Marcia Clark about the 911 tape, published during the Grand Jury hearings: "But I was under the impression that audio tapes of calls had been destroyed in a routine recycling procedure. My impression was wrong. It turns out that the city attorney's office, which prosecuted that 93 case, had kept its own copies of the tapes."

Why on earth did the city attorneys keep a copy of a 911 tape in a case that never was prosecuted (why would Clark write in her book that it was, she knew better), never had any charges laid and was nothing but an upset loud mouth on tape. Miss Marple
