Sessions was the Director of the FBI, if he didn't allow it who did? Who was responsible? Perhaps when the President is a Democrat it is okay to say something happened on his watch, and the Director of The FBI at the time was responsibly, but if the President is a Republican and the Director of the FBI is a Republican Nominee then he wouldn't have allowed it.
