It might really be worth it to discover (under Michael D. Brambles and robberies in 1994) what were the exact circumstances of these robberies. Was he doing anything while he was on the car theft detail at the very end of the job before retirement. And under what circumstances did he rape the women. Did he break into their homes? Did he attack them in dark places? Or did he do it ON the job when he was called to someone's home to report a robbery or car theft?
And how badly did he hurt these women? Did he use a weapon? If so, what kind?
The summaries in the Times don't tell that. Someone would have to access them and pay for copies. I am willing to go in (with $) if someone is willing to do that.
