Yes, but once they are released to one person, anyone can obtain them by having duplicates made from the photos. Just pay the bucks and no problem. If there is a problem a simple subpena duces tecum will resolve that and remove all doubt. I suspect there was some high tall profiting from those photo's at taxpayer expense.
