It is very hard to diagnowe from what people say especially when some are lying. But the clues that I see are much more in line with bi polar than the post tramatic stress syndom.
The other closest diagnosis I would consider is a character disorder, which she could easily have both.
It is just a real blot on the medical profession and mental health community that so many bipolar people are not diagnaosed and go untreated. Especially since the patients themselves if educated can know when to seek treatment and a short stay in the hospital and can be treated with medication with little side effects.
And these people are such an assett to sociaty for long periods of time between episodes. If people could just realize that it is no more a black mark on them than a diabetic, then these people would seek out treatment and if the mental health do not have bias, like everybody who drinks has a problem with alcohol as a basis to their problem, these people could be just fine. This is probably the reason that so many actors, etc are drug addicts. It is these high energy, highly successful people most likely to have this condition.
