I'm sure they waived any time limitations just to get rid of him Charlie. There has to be some serious reason besides the Rodney King beating and the burning of the city while he attended some political fundraiser for Garcetti and left his Commanders out to dry without leadership.
It had to be something more than burning his Commanders at the witchpost during his postwatch. He probably doesn't have any mirrors in his cars either.
