The police are rewarded for having the most arrests. It should be just the opposit. If few arrests then they saw and solved the problem before it happened. This is what used to happen when the cop was the neighborhood cop who was on top or who was who and what was what and knew when someone or something was just not right and needed some intervention.
Something that people don't really understand is how society has changed since "the good old days". I lived in the 6th largest city in Tenn. when I was a kid. But you could walk or bycycle all over town. Not too hard for the police to know who was who. Neighbors knew each other if for no other reason than there were no 7/11ins. Cause you could not run to the convience store you had to know your neighbor if you ran out of milk after the store was closed. Just for that reason you got to know the people around you, cause you had to depend on them at times. You had to be very efficent to be independent of your neighbors.
But if you happened to be married to someone who beat you up every Sat. night and did not have brothers to set him straight, you just had to take it. And if you knew the neighbor was beating their kid, the most you could do was cry along with them. Cause parents rights had no balance.
Crimes were solved cause someone knew who did it. People were not so inclined to pick the wrong person out of a line up cause you knew who it was in the first place.
But then crimes against women and children were not crimes then. It was the Christian duty of the husband to keep them in line.
So whenever we judge stuff, we have to know in what enviornment the stuff happened. And that is sadly lacking today. It is sadly lacking when a cop rolls up to a crime scene and does not know a person in the neighborhood.
If you are a cop and you know the neighborhood then you know when something is out of place. Just like you walk in your house and know that something has been moved and then quickly run thru your mind to figure out who may have done it.
This is the reason that a neighbor hood cop that is really there to serve people would be much better than all our new technolocgy both to solve crimes and more important in my book to prevent them.
