I agree that sometimes this is not unusual.
But given the characters involved, I tend more toward the last sentence in your reply, regarding criminal conspirators. If they were just innocent witnesses, there would be no need for such a meeting.
This is not to say that all who attended were necessarily conspirators. Only one would need to be, but in this case at least two probably knew more than they shared with the authorities.
