Jasper, It is frustrating.
While reading about the RFK murder, (many books) I learned that the LAPD cop who later turned out to be someone who slipped in and out of the LAPD into the FBI and CIA and back was THE one IN CHARGE of witness reports and tips, etc. and he basically "controlled" what got thru to the others and the DA's and what did not.
As you alluded to in your post, the person in charge of these tips and reports could actually "control" them.
They could control the "content" and info and whether the report was actually followed up or not.
I think in some cases in the OJ case, if the witness had not been persistent and continued to call, and to call different people, and even break down and call the defense team, their reports would Never have been taken.
So if we find who was in fact in charge of the reports, tips, followups, etc., we might have a clue to who was controlling this case.
Many of these people --from Gergus, to Shively to Heistra and others---ALL complained of not being able to get the cops' attention.
Now, that might sound so strange with a big profile case like this if it wasn't so obvious that these folks (and others ) had eye witness type info.
They were Ignoring or "dissing" the eye witness reports. Same thing happened to the timeline witnesses who actually looked at a watch or a clock.
According to American Tragedy and other sources, there were witnesses who heard an argument in the alley behind Nic's condo who were basically ignored. There were actually several sources for this who had no connection to each other.
It is perfectly obvious to me that ANY witness who did not conform to Clark's scenario of the crime were ignored or dissed or their reports were "tampered with" or disappeared.
