There seems to be 2 kinds of cops. The few that really want to help people. I ran into one of these once who was on a bycycle and asked how he liked it and his answers told me he was really into being a cop to help people. I am sure that if circumstances in their lives were a bit different, they would have been doctors, teachers or some other helping profession.

The other ones are into it for power and to stroke their ego. They have found a way to be a power source in society that does not take much money or high IQ's or good looks or any outstanding talent. They have a regular suppy of people they can lord it over and push around. They only respect their peers because to do other wise, they would have to see that they were not that important. They look down on the helping guys, considering them soft and so the helping guys do not rise that much thru the ranks, where they could change the environment. All this ego building eventually causes them to belive that they are better, smarter etc than the general public, so they begin to feel above the law and think they have special rights to break it. So you start out with the majority of the aplicants being either the bullly on the playground or a bully wanna be. It is not so much that they change in the police system, as it is that their worst traits they came with come out and overwhelm their better traits.
