Priem-They needed it to be a black cop to do the murder. Or it was just a case of him creeping were he did not belong, hoping to catch one of those rich dudes doing drugs and getting a few brownie points. Or creeping around bedrooms, perhaps he was just a garden variety peeping tom. Knowing he was in the wrong, he was on edge, and the TRAINING IS TO SHOOT FIRST AND THINK LATER!!!!
