The answer is simple.
We are naive and arrogant. I have heard it said that not only did the CIA know it but so did the FBI and others. Papers found from the first WTC bombing show plans for doing such a thing.
We just didn't flat think it would happen to us.
And don't forgot we were in the mode of hiding the fact that certain attacks have actually been terrorist attacks. That is becoming obvious with the "slip of the tongues" by the FBI, by Steponalofus who was actually IN the WH at the time of the TWA 800 incident, and Sen. Kerrey. This must have been pretty generally known but hidden. Why? Probably in order NOT to react. Probably to not cause a panic in the airlines as has happened since the 11th.
And as long as they were treating such things as LAW Enforcement problems and not military problems the law enforcement is handcuffed until something actually happened.
And finding these guys is like a needle in a haystack in a situation where we had allowed (once again out of arrogance) the immigration and visa situation to get totally out of hand.
And to be perfectly BLUNT we have so many right in the law enforcement and government agencies who are so PC that they don't see the US as Having Any Enemies. They have warm feelings towards our enemies. And in many cases they actually work more in behalf of our enemies than they do for their own country.
And as Jasper mentioned, we have had about a decade of a government who welcomed terrorists here and lifted them up and invited them to the White HOuse. And it is becoming obvious they also hid other terrorist attacks against our country for political reasons and for reasons where they didn't have to get involved.
The best they could do was lob a bomb into an empty innocent aspirin factory in the middle of the night (and have to pay several million in reparations for that) or hit an empty tent in the desert with a 2 million dollar missle. And then call it a day.
This won't do. That is why we have the disaster we have now. charlie
