My answer would have been No. 24 hour time keeping is not military time, it is a 24 hour time reference in the style of European time keeping. Military time is a 24 hour time keeping scheme based on a central time reference to Greenich Mean Time or GMT. Military time takes into account a military unit being stationed in one of the 24 time zones into which the earth is divided. Military time then references GMT as Z for zulu time zone. Moving East from Zula is the Alpha time zone. Paris is in Alpha, Tel-Aviv is in Brovo, Tokyo is in Hotel, only if I remember correctly. California is in Romeo, Denver is in Sierra, Chicago is in Tango, New York is in Uniform and NewFoundland is Victor.
With the alphabet designation applied to a particular time zone a military commander can issue orders in local time, such, as Colors at 0800R and Dress White inspection at 1300R. These are 24 hour time designators for the local time zone. However if there was a ship movement or other deployment and the commander was sending a message of compliance to some headquarters, the time may be referenced as 1600Z (0800R) Units departed etc. Often reference to local time is obmitted in official communications and Zulu time is maintained.
The global civilian time standard in recent years has begun to adopt a military time style, it is called GMT+ time and you may see it in your computer clock Date/Time control panel. California is GMT -8, Paris is GMT +1, Tokyo is GMT +8, etc. In GMT time scheme all 24 hours are accounted for in consequitive order. In military time the alphabet does not use consequitive letters. Q, queen and I believe O, oscar are omitted because the letters could be confused with the numeral 0. I personnaly enjoy celebrating two New Years parties, one at 0000Z or GMT+0 and another at 0800Z or GMT+8. The first is 1600R or 4:00PM or GMT-8 in Gilroy and the second is 0000R or 12:00 midnight in Gilroy.
This issue has been stuck in my craw since Marsha strutted her “Military time” stuff in court. She was so arrogant. Thanks for letting me rant.
