I have never worked in rehab, but in psychiatric hopitals. In this state, there must be a phone available to patients. Only a doctors orders can stop the use of the phone for some real reason, like phoneing the president with threats or something of that nature. Usually a pay type phone that is not part of the hospital system. 9 oclock seems a bit early for adult bedtime even in hospitals. It would probably be more like 10 or 11. And patients get up and down. Because of their states, they cannot sleep.
