I believe that the picture you are referring to is one that one of the Brown girls sent into the tabloids after the murder. It is doubtful OJ ever saw that picture.
Remember up Nicole was trying to get back with OJ almost up to the time of the murders. Her sisters would not have shown the picture to OJ, as it was to their advantage for them to get back together.
Nicole did not realize that OJ meant that he was not going back, until she got the letter about the IRS and told her not to use his address anymore.
The real reason that he sent the letter was to keep her from using the excuse of getting her mail and coming over and scaring his maid. When he was doing this his money lawyer found out and it was also so the IRS would not go after his big pockets for letting her do it.
Nicole was defrauding the IRS by claiming to have rolled over the money she got from a rental property but she was living in the property which made the roll over invalid. If they had gone after her for the defrauding, then they could have gotten OJ for aiding her in the fraud, by letting her use his address. His money lawyer, Skip Taff, saw what was happening and made sure OJ sent the letter to keep his name clear.
But little was made of the fact that she was committing a felony, which could carry a massive fine and jail time, if IRS wanted to make an example of her and OJ did not bail her out.
Of course it would have been politically devestating for the IRS had charged her estate a big fine. So they just keep their mouth shut and ate the loss.
