John, Perhaps no phone dump was done BUT the statement that it wasn't possible is a lie. If they didn't do it--it was terribly bad police work. In fact a horrific oversight.
My sister who worked for GTE and works for what is now Verizon told me that years before 94 it was possible to do phone dumps in LA. She said she had done them here in Lexington several times. Said they are time consuming but not difficult.
