Legally since Scott has not been convicted then he has legal owner ship of the house and every thing in it. Since he was Lacy"s husband he owns any gifts given to Lacy, unless she willed them to someone in a formal will.
As owner of the house he can give permission to his family to enter the house, take any things out of the house, change the locks etc.
Anyone that enters the house without his permission is a bugler-pure and simple.
The fact that the jelwelry is missing may be why they did put new locks on the house.
When it was a murder scene then the entry to the house was up to the police, but as soon as the tape was down, all rights belong to Scott and who ever he appoints to care for the property.
