Jasper, Garcetti didn't illegally wiretap--what he did was illegally use the fruits of that wiretapping.
He was not supposed to track anything but what he had a warrant for---he was not supposed to track other things he heard on the tapes. What he did was not only track them but then have cops lie on the stand about where they got the info.
THAT's where he was illegal.
It puts me in mind of an IA investigation going on with the cops who might be involved with Heidi and the "warning" by the LAPD and the FBI to OJ that he was being targeted. Both could have gotten info from wiretapping. Warning him was one thing but Garcetti's use of the info in some cases by having the cops lie about where it came from is another. One is a friendly/helpful/wanted heads up and the other is false testimony in court.
Since Heidi was more about drugs than sex---they were tracking drugs as well--perhaps with wiretaps there as well.
Also, I caught just a second or two of Charlie Sheen interview on tv the other night. When asked about the "hookers", he said these were not hookers in the regular sense. Not the sleezey street corner people. These were waitresses, actresses, models, etc. It was said in such a way as to say these were everyday people who were making money this way. This also he said was at at time he was heavily into cocaine and that when he stopped cocaine the women stopped as well.
He didn't say it, but I got the impression he was about to say these were companions and that they were not only waitresses, models, and actresses but perhaps housewives or regular folks. He wanted to make it clear that this wasn't the ordinary "hooker' business.
Remember this--they HAD Heidi's little black book. Ito read it only to decide whether it should be used in the trial. However, the cops HAD it and at least a few had read it and they may have even been investigating the names in the book.
