Riske didn’t have the authority to tell any police officer he called to do anything. They all outranked him. His supervisor Sgt. Coon made the call.
The man on the desk was Sgt. Rossi. He had a notification procedure that didn’t include the coroner’s office. He left that up to Phillips or Fuhrman. That’s what all the business about the meaning of the word “investigator” was for and why the defense spent so much time with Rossi on HIS obligation to call the coroner. It’s why Marcia made such a fuss about him not being an investigator and why Cochran tried to define his role so that he would fit the legal definition.
In state and county jurisdictions outside of California a timely notification to the corner is standard practice. In LA County long delays in BEGINNING the process of calling the coroner were built into the system.
Rossi first called his boss, Lt. Spangler and got an answering machine. He then called Phillips who waited until 1:05 to call Fuhrman because Fuhrman asked him to before the murders (you already told that story). The time it took Fuhrman to meet Phillips at the police station at 2:00 lengthened the delay again. Then there was the delay in calling the coroner until the detectives finished their preliminary investigation, followed by the delay because the case was transferred to RHD at 2:38 – before they had time to do it.
If Ron and Nicole were killed between 10:00 and 11:00, at 2:50, when Spangler ordered Phillips not to make the call, it was already too late for the coroner to fix the time of death any closer than that. –Jasper
