Jasper, The national LAW for 55 mph came about with the 1974 Emergency Conservation Act. It was not repealed until 95. The only changes were some types of road (rural) that higher speeds could be done on.
After it was repealed, the states took varying times either repealing it or not depending on what they wanted to do.
So the 55 mph on interstates in particular had been effect for a couple of decades.
When it was repealed and how fast CA made changes does not matter so much as the fact that in 94 they were still under the 55 mph speed limit by national emergency order.
