I got an email response (posted elsewhere) that says that the 55 mph speed limit remained inside of LA--even til today. So, for part of the trip that was inside LA--the speed limit was 55 mph and remains so. It may be that it was elsewhere too. The guy I emailed didn't answer that and I emailed and asked him again.
I also read that fines and tickets and punishment for speeds over 25 or 30 mph over the speed limit are high. Very high. Put also in with the double fines for construction wook (which also tend to have lower speed limits to them even on a Sunday when they aren't working).
