Charlie,
As you said, the 800 numbers have been around forever. Ron Shipp probably had one for his business. Who knows about the moonlighting cops? Could an invisible man like Brad Roberts have gotten one? I would think that anyone could get one for a specific purpose and have it discontinued immediately after that purpose was served. No phone service, no record. Besides, how would anyone know where to look?
There must be other ways to get around having a cell phone number traced to the user. I would think that stolen cell phone or cell phones “confiscated” from criminal suspects would work just fine. The phone numbers on their bills would be meaningless to anyone who didn’t know who they belonged to. Who would ever think of matching them to the real users?
I have had calls billed to me that I didn’t make When I called the numbers, the people I talked to didn’t know who I was or what I was talking about. I was never able to track down who made those calls or how they did it. As far as the phone company was concerned, I made them and that was that. Maybe your sister can help us out there. –Jasper.
