There has always been some discussion about this. Riske called but if I am not mistaken, an engine and EMT's returning to their station stopped and actually made the determination (although this testimony implies that they were turned away).
I don't know about LA, but here when an ambulance is called thru 911, a fire engine arrives as well. They go in pairs. It happened when we had to call 911 for my Dad. Even at a car wreck or any other emergency, both come to the scene.
