Ron Philips had the title of Detective III, but he was not an investigator. Although Fuhrman named Philips as his partner in the preliminary hearing, Phillips did not have a partner. His job was strictly administrative.
Tom Nolan was a Detective I, the lowest rank of detective. He was summoned to Bundy by Phillips along with Brad Roberts, also a Detective I. Although Philip created the impression in the criminal trial that Nolan and Roberts were partners, Nolan did not have a partner on the 13th. --Jasper
